Agenda1. Welcome and self introduction
Dr Tara Manchin Hangzo on behalf of EHA welcomed all participants for agreeing to be members of Academic Committee and taking the trouble to come to the meeting.
Following the warm welcome address, participants had introduced themselves in the group.
Agenda 2: TOR of STRC
Dr Rebecca took the members through the goals and objectives of NACP III, stressing on the need for ensuring quality and need based training of all TI manpower. She then presented the revised TOR indicating the amendments made to the original TOR which is available with the members present.
- Training of all Program Managers (PMs) and ORWs will be organized by STRC
- Training of Finance and Admin staff and M&E staff – STRC/SACS in coordination with NACO Guwahati will organize and conduct the training
- Training of Doctors, Nurses, Counsellors – It is suggested that STRC to facilitate the training with NACO/SACS identified Training Institutes (e.g. Medicine department, RIMS for training of Doctors, Psychology Department of RIMS for training of counsellors and Schools of Nurses in Manipur and in Nagaland NEIGRIMS/NHAK for training of Nurses and Doctors.
Agenda 3: Capacity Building under NACP III
Ms. Rosenara stressed on the need for competency based training and organizational development. She also talked about tapping the existing resource pool of the two states and the need to include community members from all HRGs and maintaining a database of all resource persons. Mr. Birjit suggested the need for communication skill building for all TI staff. Deepak raised the concern of preventing the spread of Hepatitis C and how this might be incorporated in the training curriculum. Prof. Brogen raised the importance of ensuring utilization of trained personnel, evaluating their performance and studying the impact of the training.
Agenda 4: Work Plan of the STRC
Work Plan with time lines was presented by Simon Beddoe, Training Coordinator. After the presentation, the training plan for each state was discussed in detail with respective SACS representatives.
After reviewing the Work Plan and the Training calendar for the two states, the following decisions were taken by the Academic Committee for compliance by STRC.
- STRC will conduct maximum number of training by the end of the current financial year
- STRC will conduct the training of PM and ORWs and PDs wherever applicable in both the states.
- For training of doctors, it is suggested to explore the possibilities of involving Centre of Excellence for training of Doctors (Medicine Department, RIMS, Imphal, Manipur) in association with STI Division of SACS.
- Training of Counsellors and Nurses in Nagaland. it was suggested that STRC should take up the training of Nurses and counsellors of the 9 new TIs for the topic induction training. All counsellors and nurses of TIs will be part of the training on harm reduction and TI data collection tools.
- STRC will facilitate Training of nurses and counsellors in Manipur in consultation with Manipur SACS in exploring the possibility of involving NACO designated Training Institutes.
- Individual training plan with budgets according to the existing accepted norms of both the SACS will be used unless otherwise directed by NACO. STRC will further discuss training budgets with respective Finance Departments of SACs in terms of fund flow with regard to advances and re-imbursements.
- STRC will utilize the expertise of the respective SACS and NERO officials as trainers whenever required
- STRC will use NACO training modules and materials. STRC will make the necessary adaptation of materials to meet the needs of the local context.
- Since the roll out of the STRC is delayed, NSACS has training of PEs through RRTC Kohima and they will continue to complete the training target of PEs (392 peer educators) for this financial year
- In Manipur STRC may train 216 PEs (four PEs per TI) while MACS will take up the training of the remaining 582 PEs out of the total of 798 for this financial year.
- STRC will organize an orientation of the members of the resource pool with support from NERO.
Agenda 5. Date of Next Meeting
The next meeting is proposed to be in the second week of January 2010 to review the progress of the STRC, to resolve issues if any and plan ahead.
