Background
National AIDS Control Programme Phase III (NACP III) is focused on saturating the coverage of core and bridge population through targeted intervention (TI) programme. To standardize systems and procedures operational guidelines have been developed on all categories of Targeted Intervention proposals namely, Men having Sex with Men (MSM), Female Sex Workers (FSW), Injecting Drug Users (IDU), Migrants and Truckers.
As part of the strategy for strengthening the capacity of the TIs projects NACO has selected EHA (Emmanuel Hospital Association) headquarter in new Delhi which is the largest non government provider of health care in India with 20 hospitals (some 200 bedded and the lowest with 30 beds) and 30 community based project in 14 states in India.
EHA has been asked to establish a State Training and Resource Centers (STRC) in the Northeast to meet the training needs and build the capacity of the targeted intervention projects of both the states of Manipur & Nagaland.
This STRC will focus on providing uniform, quality training to different categories of staff working with TI NGOs/CBOs viz. Program Managers, Counsellors, nurses m doctors ,Finance Accountants, Outreach Workers, Peer Educators and link workers.
The National AIDS Control Organization has decided to institutionalize the training and capacity building process with the STRC of which 20 such STRC was selected for India in 2008-2009 .EHA STRC was one such centre selected to be based in Dimapur, Nagaland and carrying out trainings for the state of Manipur (will trained 54 TIs projects) and Nagaland (will train 39 TI projects)
In order to achieve the above objectives NACO has entered into a contract with EHA with effect from 29th April 2009 till 28th April 2010.
The partners for this consultancy service to be rendered by EHA-STRC are the two State AIDS Control Societies, of Manipur State AIDS Control Society (MSACS) located in Imphal, Manipur and Nagaland State AIDS Control Society (NSACS) located in Kohima, Nagaland.

The following staff have been recruited by EHA- STRC in the month of June-July 2009 to carry out STRC activities.

Scope of work
- Training of all Program Managers (PMs) and ORWs will be organized by STRC
- Training of Finance and Admin staff and M&E staff – STRC/SACS in coordination with NACO Guwahati will organize and conduct the training
- Training of Doctors, Nurses, Counsellors – It is suggested that STRC to facilitate the training with NACO/SACS identified Training Institutes (e.g. Medicine department, RIMS for training of Doctors, Psychology Department of RIMS for training of counsellors and Schools of Nurses in Manipur and in Nagaland NEIGRIMS/NHAK for training of Nurses and Doctors.
- The STRC Centre will have a data base of competent resource pool of trainers to carry our capacity building for the two state .
- The EHA STRC centre will ensure 40% of total faculty time on training, 20% on field visits, 20% on research and 20% on reporting and documentation.
- All the training materials and documents will be provided and endorsed by NACO.
- EHA STRC will establish resource centre documentation centre’s where all materials for training tool kits etc will be housed. (These materials will be researched and evaluated and endorsed by NACO)
- STRC to set up Academic Committee of not more than 10-12 persons and consisting of academicians, trainers, representatives from established NGOs imparting training at grass root level, social workers, representatives of the community, TI partners and one representative of SACS.
- Identify, in order of priority, the categories of personal to be trained during the year.
- Review the content and duration of the training
- Identify best practice sites for field visits and resource persons as required
- Approve the Annual Work Plan with budget.
- Review the implementation of the work plan every quarter and work done by the Project faculty

Timeline for carrying out assignment for STRC Manipur & Nagaland
- For development and approval of the annual work plan to be incorporated in the Annual Action Plan of the SACS (Manipur and Nagaland)
- To review the work conducted by EHA-STRCs as per the approved annual work plan and undertake mid-term corrective action, if any.
- For evaluation of trainings so far conducted and proposed next step
- This Contract is for a period for one year starting 29th April 2009 to 28th April 2010
